If you wish to administer your database from your own computer, via a program like navicat or cocoamysq, you will need to add an "access host" via the MySQL Database Icon in the cPanel.
To do that enter the IP address of the computer with the the SQL software into the access host box.
To find your ip address you can go to Looking Glass . Your default IPv4/IPv6 is visibile for whitelist.
Also make sure your username matches the username created in the MySQL database section of CPanel, and make sure you add the user to the database you want to access.
